Pennsylvania Youth Protection Requirements

Effective 7/1/15, the Pennsylvania Legislature has passed a law which requires volunteers working with children obtain three specific background checks and clearances.

Related to Boy Scouts, this applies to all registered adult leaders, merit badge counselors, and other parents attending camping trips or other outings.

1. PA State Police Criminal History Record Check

2. PA Child Abuse Clearance

3. Fingerprint-Based FBI Criminal History Record Check. Volunteers living in PA continuously for the last ten years can be exempted from the FBI Criminal History Check by completing an affidavit.

Background checks and clearances will have to be obtained according to the following schedule:

1. Beginning July 1, 2015, any new volunteer must submit clearances prior to beginning service. 2. By July 1, 2016, currently registered volunteers previously not required to obtain clearances must submit clearances. Clearances must be updated every three years.
